Hero images should not be lazy loaded

Hero images are currently lazy-loaded on new.drupal.org. For performance reasons they should be eagerly loaded (see https://web.dev/articles/browser-level-image-lazy-loading#eager-load-fir...).

While I'm in there, I'm going to remove the visually-hidden "Image" label, which is super redundant (and adds unneeded noise) for screen readers.
