Allow users with edit permissions to see and manage revisions

I don't think we should fix that here, but if have auto-saved changes, revert a revision, and go back to XB, on publish I would see:

"The content has either been modified by another user, or you have already submitted modifications. As a result, your changes cannot be saved."

Yep, I think we should revert the auto-saved changes. We should provide a warning on the revert confirmation page though.
