Implement a way for site creators to modify colors and fonts

Problem/Motivation

The value of site templates is limited if you can't change the colors and fonts from the UI.

XB plans to support this but it probably won't be ready for 1.0, so we may need to implement a temporary mechanism to support this.

TBC, no work to do yet, but capturing the requirement.
