When viewing some blocks out of context it isn't obvious what information the block is providing

Problem/Motivation

I have placed the "recent issues" and the top results block in a Dashboard. When it is first enabled and after I have fixed all my discovered accessibility issues the current No results behaviour makes it tricky to understand what I am looking at.

It would be more helpful if those blocks always displayed the block title and the no results message replaced the issues list.

Steps to reproduce

Place a block into a dashboard.
Visit the dashboard before any Editoria11y results have been discovered.

Proposed resolution

Rather than change the block title to display the no results message, use the standard block title
Move the no results message to the body of the block
