Add .gitlab-ci.yml

As a user/contributor/site it would be great to automatically run CI checks on modules so one can keep up on code quality and have automated tests run (if available)

We have a patch that we are testing and having the .gitlab-ci running would make it easier to confirm changes are passing phpcs.

Ready for review, there are a lot of warning but that could be worked on in another issue and then kept track with the gitlab pipeline.
