Granular Node Permissions module required for bulk operations after 11.0.12 update

After updating to Drupal 11.0.12, users without the “Administer content” permission are unable to perform certain bulk operations on content. This change, while improving security, may break workflows for sites that previously relied on more specific permissions. The release notes suggest using the Granular Node Permissions module, but this dependency isn't clearly communicated during the update process. It would be helpful to either improve the update messaging or provide a fallback behavior for affected roles.

The release notes for Drupal 11.0.12 ( https://www.drupal.org/project/drupal/releases/11.0.12 → ) already mention this module. Release notes are the usual way to communicate this sort of change.

Do you have any suggestion for where to communicate this in the upgrade process in addition to the release notes?

If so, is that a task for this module or would it have to be done in Drupal core?
