Add an alternate route to json api space

Problem/Motivation

We currently output the JSON payloads for the alerts at /sitewide_alert/load/uswds
However there are times, in cases where there is a separate edit domain and decoupled FE where akamai (our other load balancer) only allows public access to jsonapi paths. It would be good to mimic the payload path within the jsonapi space `/jsonapi/sitewide_alert/uswds`
