Min-max operators type shouldn't require both values to be set

Problem/Motivation

If I only fill in one of the two fields in a `between` or `not between` filter in Views, the module should still display the summary of that filter.

Steps to reproduce

Have a numeric range field in Views filters, and only set the minimum value.
In this case, the module doesn't add this filter in the summary.

Proposed resolution

In the condition checking if both min and max values are valid, allow one of them to be empty.
