[CKE5] Panel plugin stripping ID

Problem/Motivation

Content admin user at OCOL reports that adding an ID attribute to a panel element gets stripped in CKEditor5. This is because the panel plugin in WxT is not accounting for an ID. The alert plugin does preserve the ID when added so just need to compare the two plugins.
