Phase out xClaro in favor of Gin admin theme

Problem/Motivation

Drupal core will adopt Gin admin theme to replace Claro.

Proposed resolution

xClaro will continue to be supported for Drupal 11.2.

If Claro is made available as a contributed theme, I may choose to continue supporting it for a while.

I will also consider providing a new xGin module to port over the xClaro dark colour sheme on top of Gin’s dark appearance.
