Add access handler cache metadata to ExperienceBuilderController

In the context of 📌 Provide the client with permissions flags for create content Active , we are not correctly handling cache metadata as described in !1178

Proposed resolution

Refactor \Drupal\experience_builder\Controller\ExperienceBuilderController::__invoke to handle cache metadata properly.
