Add feature to disable/enable override

Problem/Motivation

When experimenting/building email template overrides, it would be nice to 'disable' instead of delete. One typical use case would be after installing the easy_email_express recipe, it would be nice to keep them there as a referenced example while building out your own template override. However, if building out your own override, you cannot have both and we are forced to delete the existing override.
