Add a menu link

Problem/Motivation

There is no menu link for this module. Instead users must follow the instructions in the documentation and copy paste /admin/structure/book/convert into their address bar.

Remaining tasks

Add a links.menu.yml file with a menu link that goes to the route with the path /admin/structure/book/convert.
