Add funktion "document issue" in menu

Problem/Motivation

There should be a links in a propper menu position to ducument problems with the Rulesfinder software. All users should have an overview, what issues are already documented and should have the possibillity to add issues.

Proposed resolution

There should be a page with translatable default content, that introduces the documentation of issues. And give links to the RulesFinder issue page at Drupal.org, or other module issue pages.
