The "file_validate_extensions" plugin does not exist - Drupal 11

When using the version 3.1 with Drupal 11, there a fatal error 500.

Install normally on Drupal 11 and try to add an SVG to a menu.

Solve the Drupal 11 new standard code to validate file.

None. Just add this patch to the code base.
