Tweak "Program" flyout formatting

Problem/Motivation

We recently updated the "Program" flyout on the home page to be dynamically populated. The are some tweaks that are needed. Consider the differences and similarities between how this appears before the schedule is published (when the elements can't be links) and after:

Proposed resolution

I see two main issues to address:

  • The spacing should be the same with or without the links
  • When the elements are not links, the text should not be underlined
