When a workspace is published, the changed timestamp for its entities is not updated.
This can be problematic, for example, in listings that are sorted by "changed time descending". When a long-lived workspace gets published, its content might not appear at the top of that listing if some other entities were changed more recently.
Create a workspace, edit a node inside it, and publish the workspace after a few seconds. Notice that the node's changed time is not updated.
On workspace publishing, update the changed time for its entities.

Seems unlikely but not inconceivable that someone would be relying on the current behaviour, so not backporting to 11.2 or 10.x
