[3.1.x] Remove composer.libraries.json

Problem/Motivation

Since version 3.x we use the Klaro-JS from drupal.org. In composer.libraries.json the old version is linked for compatibility reasons.

In version 3.1 we want to remove the composer.libraries.json (also in README and also in klaro_library_info_alter()).
