[1.0.0-alpha2] Do we merge Tree & Layers panels?

Problem/Motivation

Tree and Layers panels show similar information and differ mostly by the look:

Proposed resolution

Is it the opportunity to merge them?

If we add "Reorder by dragging", "Trigger contextual panel" and "Dropzones" to Tree panel, Layers panel will lose its relevance.
