install via composer

Problem/Motivation

I install the libray via composer,
composer require npm-asset/tarteaucitronjs:1.21.0

i added
{
"type": "composer",
"url": "https://asset-packagist.org"
},

to my repositories section on my root composer.json, then drush en tacjs,

but, on the dashboard administration i have this message :
"Please verify that the TarteAuCitron library has been properly installed.
The TarteAuCitron library must be installed in the libraries/tarteaucitronjs folder of your Drupal installation"

What step did i miss ?
