Go to admin/config/system/tacjs/add-services and see the warning message :
Warning: Array to string conversion in Drupal\tacjs\Form\Steps\AddServices->addFormElements() (line 170 of modules/contrib/tacjs/src/Form/Steps/AddServices.php)

fresh drupal 11 install + composer require tacs 7.0 rc2 + drush en tacs
