The positioning of PPI UI menu item in the navigation sidebar

Problem/Motivation

If you expand the field list menu item on 11.x, a few day ago before 🐛 Second level menu items can't be reached if they have children Active went in, PII API field list was the sole third level menu it. Now there is also an overview menu item on the third level that enables the user to get to the parent page (equal to the entities tab). But still it feels odd that only one out of three tabs have a counter part in the navigation sidebar, that way the other two (entities and used in view) are basically isolated objects in the navigation sidebar.

I understand the appeal of making the pii api field list page discoverable within the reports section but by adding the pii api field list menu item to the navigation sidebar it is breaking with the pattern that the tabs/pages of menu items are not listed in the navigation. I would suggest to either drop the third level menu item (the ui is still discoverable via the configure button of the PII UI module on admin/content or I would make it a dedicated second level menu item under reports instead.
