Support the 11.2 horizontal top bar

Problem/Motivation

In Drupal 11.2, the horizontal top bar is not styled using the xNavigation colour schemes. While this top bar is not part of the main administration navigation, it should still follow the same colour scheme defined by xNavigation to ensure visual consistency.

Applying xNavigation styles to the top bar will also help distinguish it from similar UI elements implemented by contrib or custom themes.

Proposed resolution

Extend all xNavigation colour schemes to include styling for the horizontal top bar. The styling may either match the base colours exactly or use lighter/darker variations based on contrast requirements for the top bar’s content.

  1. Update each xNavigation colour scheme to include styling for the horizontal top bar.
  2. Test the visual integration and contrast across different colour schemes.
