Add a general-purpose utility token

Problem/Motivation

✨ Token Support for Nodes Active originally proposed a general token, where the target state, entity type, and ID would all be manually provided. This idea was dropped, to focus on a node-specific token, but there might still be use cases for a more general-purpose token.

Proposed resolution

Expand the token code to include the proposed, general-purpose token.
