Suppress post-install messages telling you how many translations were imported and updated

Problem/Motivation

If you install Drupal CMS in a language other than English, you'll get a message at the end informing you that some number of translations were imported, updated, deleted, etc.

This information may be useful when doing a translation import from the admin UI, but it's almost certainly useless at best for people installing Drupal in a non-native language, and possibly scary at worst (especially the "translations deleted" bit). In any event, it's a technical message that shouldn't be shown at the tail end of the install process.

Proposed resolution

Recipe Installer Kit now has the ability to suppress pluralized messages. Let's take advantage of that to suppress this post-install message too.
