Add Waitlisted session moderation state, ECA VBO action

Problem/Motivation

Many camps will put some sessions on a "waitlist", in case some accepted sessions can't be presented by the speaker. The Event Platform should have support for this.

Proposed resolution

Adding support for this should include:

  • Add the new workflow state
  • Add a transition from proposed and to accepted or declined, and add permissions
  • Create an ECA VBO model to bulk waitlist sessions and make available to the moderation view
  • Create an ECA model to email the author when a session becomes Waitlisted
  • Create an ECA model to email the author when a Waitlisted session becomes Accepted
