Allow users to choose to display paragraph entities with public theme

Problem/Motivation

Admin users can decide if they want to view paragraph lineage using the public theme or the admin theme (default is admin theme)

Proposed resolution

Create a settings service to get and set settings
An admin form that allows users to decide whether to display using admin or main theme or not.
Add a step in the ParagraphLineageViewController to use the selected theme.
