Automatically decline accepted sessions after the confirmation deadline

Problem/Motivation

After the confirmation deadline, accepted sessions that were not confirmed should be considered declined.

Proposed resolution

Create an ECA model that will run after the confirmation deadline and move any accepted (but not confirmed) sessions to the Declined status. Can the model only run once? We don't want it to move sessions that had been waitlisted to Declined before the session authors have a chance to respond.
