Blocks are placed in the wrong region

On a fresh, plain, Drupal installation, the following blocks are all placed in the Header region, in the Seven theme.

  • Page title
  • Search form (wide)
  • Search form (narrow)
  • User account menu
  • Help
  • Powered by Drupal
  • RSS feed
  • Site branding

On the Claro theme, only the following blocks are in the Header region.

  • Page title
  • Primary tabs

For comparison, the following blocks are in the Header region, for the Oliviero theme.

  • Site branding

The Olivero theme shows both the Search form (wide) and Search form (narrow) blocks, but on different regions (Primary menu and Secondary menu).

The 1.0.x branch has the same issue.
