De-emphasize most items on Drupal core download page

Participants from the Slack discussion/proposal include @catch, @hestenet, @drumm, and myself as well as @gábor hojtsy (can't credit, not my queue).

We might also want to de-redundify the beta sections a bit, but I think that can wait for the new site potentially. It's the not having a clear primary action that's a bigger deal.

should not have the short description

I'm not sure about this. This is, as far as I know, the only place in the UI the short description is used, and it is still relevant info for choosing the download. I might instead propose something like:

Drupal 11.0.13
Drupal 11.0.x will receive security coverage until June 2025 when Drupal 11.2.0 is released.

Drupal 10.4.8
Actively maintained with bugfixes and forwards compatibility backports every six months. Use this version if you already have a Drupal 10 site, until you're ready to update to 11.x.

Agreed, I had already considered proposing that as well for the maintenance minor in particular.

Agreed we should keep the short descriptions for all, and make them more concise & accurate. If some descriptions really shouldn’t be there, should be able to edit the release to remove them. Some explanation for showing older versions makes sense to me.

Proposed pseudo-mockup for a designer to laugh over, cry a little, and then tweak:

Obviously the alignment is weird going back and forth from buttons to inline, but maybe some headers or something, or something other a design-sensible person could do with a light CSS or content tweak.

I also proposed the short description change to the full RM team for review, since I think it should happen regardless of this issue.
