The same user shouldn't be allowed to open the same edit form multiple times

Problem/Motivation

Content locks are currently not unique per user. This means that the same user can (accidentally) open the same edit form in two tabs or windows and perform conflicting changes.

Proposed resolution

Stop allowing users to edit content that's already locked by themselves.

User interface changes

Two new error messages are introduced:

This content translation is already being edited by you and is therefore locked to prevent conflicting changes. This lock is in place since @date.
This content is already being edited by you and is therefore locked to prevent conflicting changes. This lock is in place since @date.

API changes

This will be super tricky. Because a lock does not end if you navigate away from the page. Therefore you'd have to be able to break the lock in order to edit... that's going to be very frustrating. Maybe what you can do is to have slightly different text for a user when navigating to content already locked by that user. But I also think that users largely ignore the content lock message unless the content is locked by someone else.
