main module name and package don't match submodules

Problem/Motivation

The main module is:

name: Waste collection schedule
package: Custom

but the submodules are all of the form:

name: LocalGov Waste Collection - FOOBAR
package: LocalGov Drupal

This makes it harder to find the main module in the modules admin.
