Add support for Layout Builder Restrictions

Problem/Motivation

The Dashboard module provides a powerful layout builder experience for custom dashboards. However, it currently lacks integration with the Layout Builder Restrictions → module.

This means site builders cannot apply granular control over block availability, layout usage, or per-view mode restrictions when building or editing dashboards.

This limits use cases where dashboard editors should only have access to a subset of blocks or layouts.

Steps to reproduce

Enable the Layout Builder Restrictions module.
Add a dashboard layout.
Attempt to move a block inside the dashboard layout via the UI.
An error is thrown, and the block move is not applied.

Proposed resolution

Add support for layout builder restrictions
