Focus is not set on newly added paragraph

Problem/Motivation

Focus is not set on newly added paragraph, when browser is closed and paragraph is added window is scrolled to the top of the edit page form

Steps to reproduce

- edit node with paragraph field somewhere below the window fold (eg you need to scroll to the field)
- press add paragraph, select a paragraph to add (paragraph browser closes, new paragraph is added)
- page is scrolled to the top!

that's very annoying as an editor!

Note: if I have a focus on paragraph field - focus stays on paragraph field

make sure focus is placed on a newly added paragraph
