[PP-1] Add a new subagent for moving the components using experience builder AI.

Overview

#3522013: External AI Chatbot Functionality → has the ability of moving around the components in the same agent that's responsible for creating new components.According to the comment we can move that into a separate sub-agent in a follow-up.
