Add a normalizer for ComponentInputs

This will unblock default content export

Proposed resolution

Normalizer should handle encoding/decoding of unicode characters
It should update references to media/entities that use serial ID to use UUID similar to how ER normalizer works, this ensure the importer can correctly sort the imports
