Add RGAA compliant opt-out checkbox to handle user consent

Problem/Motivation

- To be able to handle consent, it would be usefull to add a checkbox that opts out users
- Documentation on how to implement this functionality can be found here : https://developers.atinternet-solutions.com/piano-analytics/data-collection/how-to-send-events/consent

Proposed resolution

- Add block with an opt-out checbox
- Store checkbox value in localstorage
- Handle opt-in and opt-out consent value according to documentation
