Delete subscriptions when parent forum topic is deleted

Problem/Motivation

When a forum topic that has been subscribed to is deleted, the Forum Notification Frequency entities that were created by the user subscribing are not deleted.

Proposed resolution

Add a hook_ENTITY_TYPE_delete() for the forum topic node.
