Convert LB+ into Navigation + tools

LB+ was in a planned wonky state where we loaded the the Layout Builder 'layout' tab when you clicked the the 'Layout' tool in Edit mode. Now that edit_plus has calmed down. Lets convert all the actions in layout builder to Navigation + tools.
