Swtich to the Gin Admin theme as the default admin theme

Problem/Motivation

Moving to use Drupal core recipes to configure the Gin Admin theme
No need for a custom admin theme to manage default Gin configs, which are now manageable by recipes

Proposed resolution

Switch from the Webtheme admin theme to the Gin Admin theme.
