Core has a starterkit script, and from what I can tell it's trivial to opt into this. So unless there is a strong reason not to, this seems like a really nice quality-of-life improvement.
php web/core/scripts/drupal generate-theme --starterkit=belgrade my_theme_name
Result: [ERROR] Theme source theme belgrade is not a valid starter kit.
Opt into the starterkit functionality, MR coming.
