UX design for rules list/add/edit

Problem/Motivation

Now that we have a rule entity with a list page and add/edit form we need some UX work on it to make it more useable.

• Rules list /admin/config/content/alt-text-validation/alt-text-rule
• Rule add/edit /admin/config/content/alt-text-validation/alt-text-rule/add
• tabbed interface to switch between the settings page and the rule list page. ✨ Add tabs to admin Active
