Sticky action buttons from a dropdown button set can't be clicked

Problem/Motivation

None of the section forms in Module Builder can be submitted with 'sticky action buttons' is enabled.

To reproduce, install Module Builder, create a Module entity, then go to something like the Hooks form and try to save.
