Error when a configuration value is overridden and contains translatable description

Fix is implemented. Attach a static patch file with those changes, to make it possible to use in composer until 🐛 GitLab Merge Requests Unable to Generate Incremental Patch Files Active is resolved.

Attach the same patch but with excluded LICENSE.txt, cuz it is added automatically and produces conflicts on patching.
