Local action links on the customer order page are barely clickable

When you view the customer's order view page as an admin, the "Manage this order" button is barely clickable, really just on the top padding. This appears to be due to the relative positioning of the contextual-region class. No clue the solution, but I assume a smart front-end dev can figure it out. 😉
