PluginNotFoundException file_validate_extensions plugin does not exist in Drupal 11

Drupal\Component\Plugin\Exception\PluginNotFoundException: The "file_validate_extensions" plugin does not exist.

Due to [#3363700]

Attach a file to "Upload PDF template" and press "Create" at the bottom of /admin/structure/fillpdf

Latest code is already dependent on greater than Drupal 10.2 so simply switch to the modern replacement for file_validate_extensions, FileExtension.
