[PP-1] Explore translation implications of storing slot definitions in component config

Overview

In 🐛 Cannot delete JS components due to component depending on them Active we added slot definitions to the component plugin settings for SDC components so we can support transforming it into a fallback plugin if the module providing the plugin is uninstalled.
This has translation implications - SDC slot definition titles are translated using interface translation. Moving this to config settings means it makes use of config translation.
