Problem/Motivation

We need a block for the non-uswds alerts. This should use the same div place-holder as the sitewide_alert module.

Acceptance Criteria

  1. non-uswds alerts block is created
  2. uses the same div place-holder as the sitewide_alert module
  3. themeing and the javascript content injection will happen in separate tickets.
