JS package.json licensing should be GPL2+

Overview

tests/modules/xb_test_extension/ui/package.json specifies "license": "MIT".
Per https://www.drupal.org/about/licensing#gpl-compatible → , this is totally acceptable, and this is just a test module.
Also, it's relicensed to GPL2+ once hits drupal.org.

But as it might be used as the starting point for people developing extensions, we probably want to change this to GPL2+ to avoid any further copypastas.
