CKEditor 5 - expand format select functionality

Overview

In CKEditor 5 enabled fields, the format select works, but lacks two things available in core:

• A popup warning when switching formats on a non-empty field
• The format info beneath the text field changing when a new format is selected.

Because XB uses the dedicated CKEditor5 React component provided by the CK team, this should be an XB specific implementation vs getting it to cooperate with core's drupal behaviors.

Proposed resolution

Get the functionality to provide what core does.

User interface changes
